Ruijie (Rachel) Liu is a PhD candidate in Public Administration at Leiden University, where she researches how governments implement artificial intelligence at varying levels of depth, through a comparative study of the Dutch and Taiwanese public sectors. A committed advocate for information transparency, she sees open access to information as a foundational condition for the public good. She has worked in think tanks across mainland China, Hong Kong, and the United Kingdom, and has initiated several programmes to bridge information gaps for students from less privileged backgrounds. She is also actively engaged in science communication, with articles published in various media outlets.
Rachel holds an MPhil in Politics (Comparative Government) from the University of Oxford and a Bachelor of Social Sciences from the University of Hong Kong, both with full scholarships. Outside of research and policy work, she is writing her first novel and is involved in start-up communities, an interest rooted in her family’s entrepreneurial tradition.
